　　思路;provide 规定 fishery 渔场 provision 规定，条款

　　A: 主从句最好用平行的结构，there are。。。。。和 they have….不平行，因为provisions不是主语的位置，所以they的指代有歧义，不能很明确的指代到provisions ,因为在主语位置上的指代具有倾向性;there be 句型在GMAT中一般啰嗦处理 ;code that provide that啰嗦;;provision和provide语义重复.都有规定的意思。

　　B:正确，平型结构Because the new maritime code provides 和it has already it 清晰的指代了code; 完成时态，符合逻辑; already暗示用现在完成时

　　C: 随意去掉了原句的因果关系; under provisions of the new maritime code 在句尾错误的修饰了large sea areas;stimulating在这修饰谁不清晰，前面是主系表，修饰不到code ; already 是现在完成时的标志

　　D: under provisions of the new maritime code 在句尾错误的修饰了large sea areas;this不能裸奔;

　　E: under provisions of the new maritime code 在句尾错误的修饰了large sea areas;

　　because, which 造成无主句 ;原因状语从句，+which引导的非限定性定语从句。句子重心改变，stimulating成为修饰成分;already是完成时态的标志词之一,时态由完成时变为现在进行时，逻辑意思不正确;

　　时间紧的话用 there be +抽象名词 错误 . 排除A
